Current Role at BEAC:
As Chair, Sir Jonathan leads the Board’s strategic direction, ensures governance transparency and oversees the integrity and global reputation of BEAC’s accreditation frameworks.

Dr. Eleanor McTavish
Vice Chair (Scotland)

Experience & Achievements:
A renowned academic strategist with over two decades of experience in university quality systems and academic benchmarking. She has contributed to Scotland’s national higher education quality enhancement proposals and has published several peer-reviewed papers on international accreditation systems.

Supports the Chair in governance matters, advises on academic policies and helps align BEAC standards with UK and European qualification frameworks.

Mr. Patrick O’Donnell, LLB, LLM

Experience & Achievements:
Patrick is a senior legal consultant specialising in international education compliance, licensing and regulatory law. He has worked with cross-border institutions in Europe, the Middle East and Asia to improve governance and legal integrity.

Oversees legal compliance, accreditation agreements, risk mitigation and regulatory alignment with UK education laws and international guidelines.

Dr. Charlotte Havers, PhD

Experience & Achievements:
Dr. Havers has led curriculum reforms for several UK-based private and public institutions. She is a respected researcher in academic benchmarking and has developed multi-country evaluation rubrics for institutional excellence.

Heads the development of academic and quality standards used in BEAC’s accreditation and recognition processes.

Mr. Andrew Carlisle, FCA

Experience & Achievements:
Andrew has over 20 years of financial leadership in non-government organisations, accreditation bodies, and public-education initiatives. He has managed international funding programs worth over £100 million.

Oversees BEAC’s financial governance, budgets, audits, funding strategies, and risk management.

Ms. Aisling Byrne, MSc
International Relations Trustee

Aisling has worked with UNESCO partner projects, international NGOs and education development programs across Africa and Asia. She has built sustainable partnerships for transnational academic collaboration.

Dr. Thomas Kingsley
Quality & Accreditation Trustee

- PhD Organizational Quality Systems – University of Manchester
- Certified Lead Auditor – ISO & Education Sector
Experience & Achievements:
Dr. Kingsley has conducted over 300 institutional audits globally and was previously Head of Quality Systems at a multinational training council.

Guides accreditation frameworks, inspection methodologies, and quality control mechanisms.
